Abstract :

Changing in public finance that driven by globalization has increased the importance of the concept of decentralization. Decentralizationis getting empower on subnational administration to its own public spending and utilization of tax income. By generating income flow and expenditure throughsubsidiarity, local government affects on both public spending and taxes.

In this study, after ief explanation on concepts, their affect will be evaluated within framework of taxes and spending.
