It is learnt from the records of Indian history that at a time when the west of Europe (the birth place of Industrial system), was inhabited by uncivilized tribes, our country was famous for the wealth of high artistic skills of her craftsman. The First Five Year Plan emphasized the need for technical improvement in traditional artisan and craftsmen village industries. The different program/schemes had been launched for the improvement of the artisans and craftsmen during the first plan period. The extensive Program for village crafts was prepared with the objective of increasing rural employment. National levels boards for handicrafts (1953) small scale industries (1954) coir and silk boards were established. As for the recommendations of the international perspective planning team (1953–1954) four regional extension institutes, were established to provide technical guidance. Twelfth Five Year Plan, handicrafts production is expected to double between 2012 and 2017 and exports are projected to grow at the compound annual rate of 18 per cent during the same period. As a result, the craft sector will employ an additional 10 per cent of individuals per year up to that time. Crafts constitute one of the primary sub–sectors within Creative and Cultural Industries, defined by United Nations Educational, Scientific and Cultural Organization (UNESCO) as “industries which produce tangible or intangible artistic and creative outputs, and which have a potential for wealth creation and income generation
