Shaik Ali

Abstract :

The management and administration of prisons falls exclusively in the domain of the State governments, and is governed by the Prisons Act, 1894 and the Prison manuals of the respective state governments. The prison population has been steadily increasing during the last decade. A majority of the prison population is male (nearly 96%) and approximately two–thirds are pre–trial detainees (under trials). The United Nations Standard Minimum Rules for the Treatment of Prisoners, 1955 declares that there shall be no discrimination on grounds of race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status. The present paper provides a oad overview of the international obligations and guidelines, with respect to the care of prisoners, and summarise the various steps taken towards prison reform in India. It also deals with the general problems of Indian prisons.
